Eastern Support Team
Shawn Rhodes
Value-based Care
Shawn is Vice President of Value Based Care, overseeing executive client management and partnerships in the East Region. He supports a team-based approach to tailor strategies for success in value-based care and risk-based contracts through data-driven initiatives that enable providers to deliver the highest quality, patient-focused care at the lowest cost. Shawn has more than 25 years of experience in various leadership positions, including Director of a clinically integrated network where he oversaw various value-based initiatives with multiple payors. He served as Director of Education and Organizational Development, focusing on leadership development and cultural change through Studer Group initiatives. He spent eight years as a consultant, coaching and mentoring hospitals and health systems to improve quality, efficiency, and financial performance through process improvement, LEAN techniques, and reengineering. Shawn has a BS in Mechanical Engineering and an MBA from Western Kentucky University.
David Latzer
Strategic Accounts
David joined CVS Accountable Care in 2018, bringing with him more than 20 years experience in healthcare consulting and client account management. His work with Evariant, Athena Health, and Ernst & Young helped hospitals, health systems, and provider groups improve operational and financial results. He earned his Masters of Public Health from New York University in Healthcare Financial Management and his BA in The History and Sociology of Science from the University of Pennsylvania. David lives in Brooklyn with his wife, Courtney, two daughters, and a Havanese named Lucy. Although he never played baseball, his favorite sports team is the Yankees. In addition to trying out new recipes in the kitchen he loves planning his next family vacation.
Chris Stuchel
Chris is Vice President of Operations for CVS Accountable Care overseeing operations for the East Region. He leads regional teams who collaborate with provider partners to execute integrated models designed to improve health outcomes and achieve shared business goals in value based care. Chris has more than 15 years’ experience in healthcare including Fortune 6 organizations, a practicing clinician, hospital systems, independent medical groups, national health plans, and accountable care organizations (ACO). Chris started his career as a Registered Nurse (RN) in Trauma, ER and ICU at a Level 1 trauma center before pursuing his master’s degree in business administration (MBA). His experience includes primary care and payor operations across multiple value-based care models and environments including Medicare FFS, Medicare Advantage (MA), and Commercial. Born and raised in Ohio, Chris resides in South Florida with his wife and 3 children.
Dr. Rishikesh Dalal
CVS Accountable Care
Dr. Dalal is a physician leader in population health management. An experienced primary care physician, he is additionally certified in obesity medicine (ABOM), HIV medicine (AAHIVM), and addiction medicine. Prior to joining CVS, Dr. Dalal led quality, patient safety, and population health initiatives at NewYork-Presbyterian and at Community Healthcare Network. Dr. Dalal has published on quality improvement and data analytics in NEJM Catalyst and has presented on healthcare management in a variety of forums. He also serves as Clinical Assistant Professor of Medicine at Weill Cornell. Dr. Dalal lives with his wife and son in Scarsdale, New York and enjoys exploring nature preserves in the area and following recent developments in astrophysics.
Felicia Jackson
Practice Transformation
Felicia has over 15 years of healthcare experience working within primary care settings and practice facilitation. Her experience in value-based programs expands across CPC+, Primary Care First, and Accountable Care Organizations. Throughout this work, she has conducted training, coordinated learning sessions, facilitated cohort calls, launched new programs, and developed data analytics to improve outcome measures and practice transformation. Felicia is a Certified Professional in Healthcare Quality (CPHQ).
Northern Support Team
Dana Demes
Value-based Care
Dana is Vice President of Value-based Care, overseeing executive client management and partnerships in the North Region. She supports the regional teams to enhance performance and success in value-based care and risk-based contracts through targeted, data-driven initiatives that enable providers to improve the health and outcomes of their populations. Dana has 20 years of healthcare experience, including more than a decade of experience as an RN in an extensive hospital system in Chicagoland. She has spent the last seven years of her career in Client Success and Operations leadership roles, supporting health systems, hospitals, providers, and employer clients in various value-based care models. She is passionate about using a patient-centered approach to improving outcomes that contribute to success in risk-based models.
Matt Simmons
Matt is Vice President of Operations for CVS Accountable Care overseeing operations for the North Region and interim for the West Region. He leads a multidisciplinary team that is responsible for executing external partner performance management, operational initiatives, and process improvement. Matt has worked in healthcare for over 20 years. He started his career as a LCSW caring for patients in both hospital and clinic settings. He has spent the last 15 years leading large health system operations resulting in significant cost savings and systemwide efficiencies. He is passionate about bringing quality care access to all patients and ensuring his team meets the organization’s goals. Matt has a MSW from Florida State University and is an avid supporter of the University. Matt resides in the Tampa, Florida area with his wife and son. He spends most of his spare time coaching his son’s baseball team and traveling.
Dr. Fred Wallisch
Fred Wallisch is the Medical Director of ACO programs at CVS Accountable Care. In this role he is responsible for clinical oversight of all ACO activities including collaboration with physician leadership on data driven, value-based care strategies to improve patient outcomes, quality of care and utilization metrics to drive client success. He leads the clinical implementation of new and innovative strategies across all of CVS’s ACOs. Dr. Wallisch provides clinical leadership for all physicians, clinical expertise, and business direction in support of medical care management programs through participation in clinical team activities, policy development, and program performance monitoring. Dr. Wallisch is Board-Certified in Family Medicine and has a passion for improving the quality of patient care with an emphasis on proactive and preventative care models. He brings over 20 years of practice experience and 10 years of Medical Management to this role including generating significant shared savings in the Medicare ACO programs.
Victoria Dill

Victoria has more than 10 years of experience in the healthcare industry. She has been with the organization for 7 years, serving in various partner-support roles centered around process improvement and practice transformation. Over the last few years, she shifted into leading the population health team in their partner-facing work. Victoria is passionate about providing team members with training support and finding opportunities for growth. Victoria holds her Bachelor’s in Biology and an MBA from Oklahoma Christian University.

Deven is a seasoned healthcare executive with an extensive background in implementing transformative changes within diverse healthcare systems. With a robust track record, she specializes in enhancing patient care outcomes and cost reduction through strategic planning and a deep understanding of healthcare policy change. Her experience includes overseeing system-wide, multi-faceted operations, leading high-performing teams, and directing population health operations across large healthcare systems. Deven’s work has led to workflow optimization and millions in cost savings. Deven is dedicated to advancing healthcare delivery, embodying collaborative leadership, and is passionate about initiating and leading positive change. She has a master’s degree in Healthcare Administration from Walden University and a bachelor’s degree in Business Management from Georgia Southwestern State University.

Monique Neff
Monique joined CVS Health in December 2015 with a background in EMR development, healthcare strategy, and business development. With more than a decade of experience in elevating health services, she has excelled at helping clients optimize workflows and enhance quality. She also works to improve affordability within health systems and facilities. Monique resides in Virginia Beach, Virginia, with her husband, two children, and their three four-legged creatures, Molly, Beans, and Bailey.

She focuses on supporting the regional teams to enhance performance and success in value-based care and risk-based contracts through data-driven initiatives that enable healthcare systems to improve the health and outcomes of their patient populations. Lisa has more than 25 years of healthcare experience, including various leadership positions in rural and large health systems. She has spent the last eight years of her career in practice transformation and client success leadership roles, supporting health systems and provider networks in value-based care models. She is passionate about taking a team-based and patient-centric approach to improving health outcomes to create healthier communities and contribute to the overall success in risk-based models. Lisa has a master’s degree in Healthcare Administration and bachelor’s degree in Nursing. She resides in Frisco, TX.

Dr. Rubens has been instrumental in collaborating with different parts of CVS Health’s most transformative new clinical products and programs. Dr. Rubens partners with providers to optimize value-based care delivery, provides thought leadership to internal and external audiences, and passionately advocates for diversity, equity, and inclusion as integral to our success. Dr. Rubens brings over 25 years of experience as a physician leader in academic and community settings. Prior to his current role, Dr. Rubens held successive leadership roles during his 11-year tenure with ActiveHealth Management, including serving as Chief Medical Officer. Dr. Rubens is a diplomate of the American Board of Emergency Medicine and a fellow of the American College of Emergency Physicians and the American Academy of Emergency Medicine. Dr. Rubens earned his BA from the University of Pennsylvania in Philadelphia, Pennsylvania, and his Doctor of Medicine degree from Wake Forest University in Winston-Salem, North Carolina. Dr. Rubens also holds a master’s degree in health professions education from the University of Illinois Chicago in Chicago, Illinois.
